Games won't start!

The launcher and everything works fine, but when champ select concludes my game client never appears on the screen. I just get an icon on my taskbar that the client is supposed to be running but it's like it cant be accessed, and isn't ever even putting me in loading screen. After a couple forfeit games from this problem suddenly appearing a while back I tested thoroughly in custom matches, simply being unable to start the actual game client, just getting a "reconnect" button that acts like I'm part of the game. Please help!

PS: Already tried every single documented troubleshoot/fix I could find for the past several years online, nothing works. IOW, the hextech repair tool, etc is no good, please do not recommend this to me unless there is some proper method to send a bug report. I have posted here as a last resort after many hours of trying to resolve this issue myself, not immediately after having this issue.
