Missing in-game assets

My computer was fairly buggy, so This morning I did a full reset, wiping all files and loading to a completely stock windows 10 installation. I then installed my hardware drivers like mouse / graphics card etc, and did a completely fresh, clean install of League of Legends.

It actually installed quicker than I remember in the past, so thanks Riot.

Anyway, I headed into my daily ranked grind, and realized my champion assets were missing in the ability bar when I loaded into Summoner's Rift. I was playing Riven, and her character portrait was a black square (with corners bleeding outside of the portrait frame) as well as her passive square. Her basic abilities were empty, meaning the normal ability bar squares were there, and instead of being filled in with black, they were the defualt League of Legends ocean blue color.. you know the one that is the client color and the forums color and everything else. (it literally did not fill in an asset instead of a placeholder black square, and showed the frame of the ability bar). Thankfully the cool downs were still displayed, but I could not ping them for my team to see. My ultimate icon was fully there, and was pingable. My summoner spells were not there, lacking any asset just like my basic abilities (cool down was still displayed). Finally, my ally portratis were not displayed, only black circles (but their ult timers worked, even though I could not tell who they belonged to since they were black circles). Minimap worked fine and was still pingable.

I loaded into the practice tool immediately after the game, and the ability icons were back and pinging them functioned.

Once again this was on a fresh install of windows 10, after installing windows updates, and hardware drivers, on the first game of a completely fresh League of Legends install.
