I played 
in a game and used his ult on an enemy and puched him in to a wall but the enemy flew over the ult.

That will happen almost every time unless there is room for the opponent to stand between your ult wall and the terrain. If there isn't any room for the player to stand on the ground, then they will be placed behind the smaller of the two walls, and in most cases that means Azir's ult.
