bug or intended (suumoner's insight interaction with the new smite system)

Before the introduce of the smite charge system the summoner's insight mastery used to work on all summoners including smite however after the charge system i noticed that the mastery stoped working on smite giving no cdr, is that an intended change and if so why? As a jungler i feel this change hurt the utillity masteries as the benefits are halfed compared to other rolls which will benefits from the cdr of both summoners used.
