Same issue. Happened after I patched a few hours ago. Haven't been able to successfully start a game since then. Tried the hextech repair thing, tried uninstalling and reinstalling. Nothing works.
Edit: Make sure you send a ticket (under tech issues). They're actively investigating it apparently.
