Hard to log in, and then Cant connect to chat server.. anyone else having same issues?

i found one "fix" for the chat server thing but havent been able to get back into game to see if it works... keeps saying "connection Error" Now theres NOTHING wrong with my internet. and i know servers for league are up. I want to play urf x.x
