Tahm's W goes on cooldown for no reason

I've been encountering a bug lately where as Tahm sometimes after devouring a minion it goes on cool down and I can't spit it out till the duration of the devour automatically spits it out

This gets rather irritating when I'm trying to spit a minion at someone but I can't because I can't recast
