[GAMEPLAY] Cannot target Mordekaiser's Dragon Ghost with Karma's W

Karma can target neutral monsters and champions with Focused Resolve (W) but she cannot target the Ghost Dragon that Mordekaiser can get. I am not sure if this is a bug or intended but I thought I'd make a post about it
