loading screen is insanely slow

So I have had this problem for about a month or so, didn't really care but now its really annoying, the game takes about 2 minutes to load, on my screen everyone is stuck at 0 and the circle is working fine but no one is loading, after about 1 or 2 minutes everyone starts loading and before it hits 100 the game starts, is it a settings problem or is it my pc? it only happens in league tho. PS: the client is on low specs and "close client in game.
