[GAMEPLAY] Rek'Sai "E" tooltip not scaling with cooldown reduction

During a game I noticed that Rek'Sai's E tooltip is not scaling with CDR.
Note: This is a tooltip error only, and the ability IS scaling with CDR.

Steps to reproduce:

1. Select Rek'Sai as your champion for any game.
2. Acquire CDR from a rune/mastery/item.
3. Check tooltip on E.

I was capable of reproducing this effect 10/10 times. Included below are pictures demonstrating the tooltip error by showing the tooltip before and after purchasing 20% CDR.
