Lee Sin Q goes on CD after channel

Hey, I was playing a game with some friends and I found this glitch on Lee Sin (from what I can determine)

This has happened on rare occasions in the past, but I thought I would slow down the video and show what happened. It just seems that his Q goes on CD after his channel, I don't know what's causing this though. If match history was working, I could give more accurate information, but I also have the full game if anyone needs it!
