I can't sign-up for PBE!

So I just got my Honor 3 and thought about getting a PBE account, but then I went on this page and says something went wrong when I am checking if my account is credible. I am from California and playing in North America region. Please help me as I encountered this problem. I also looked up some stuff that I know that can help me, as you can see in the picture that I attached is the Page Not Supported by Region problem. I have already fixed this but still, have the same problem.
