Having an issue launching the game.

I tried to get onto league tonight and started it up all fine and clicked launch went away to go do something came back about an hour later to it like still at the launch screen and the launch button was grey instead of orange, it hasn't loaded and nothing has happened. It wont let me repair it, I uninstalled and installed it back on. I keep getting an "End user license agreement" that pops up. I'm a little lost and upset. Any help would be great I sent a ticket to riot and I'm waiting to see what they say.
