Spoils of war doesn't work properly on Thresh [GAMEPLAY]

When picking up the recommended item for Thresh the recommended item mind you item 3302 the passive effect of spoils of war (ie dealing true damage to minions to kill them thereby proccing a heal) does not trigger

upon lasthitting a minion the healing effect does trigger,however minions are not affected by the damaging killing effect,therefore making lasthitting a lot more hard to manage and taking away the useful ability to kill cannons a lot quicker early on and siege minions later on Thresh doesn't count as a ranged champion either because he is restricted from buying ranged champ only items

This of course happens 100% of the time

Thresh is ranged. And he can buy ranged only items, restricted from melee ones.

The execute portion of Spoils of War is melee-only.

Thresh is a ranged champion.

Gold is shared if you kill a minion through any source of damage.

I swear this thread has popped up once or twice a week since the item was released. Why can't people read tooltips...

Unique – Spoils of War: Melee basic attacks execute minions below 400 Health.

Also I have no idea where did you get the idea there are ANY restrictions when buying items. You can buy Runaan's on Lee Sin or Hydra on Morgana if you want, nothing is holding you back.
