in ranked and the dropdown menu for selecting runes never came up :(

uhhh i was in champ select and whenever I picked a champ the rune dropdown never showed up at all, it was always just my summs and emote selection in the center?? from when I locked in -> through a swap -> through to select loadout -> I got into game with the runes I had last match (glacial augment akali with sorcery secondary... lol) screenshot: https://i.imgur.com/lOr9eWU.jpg

repro steps are be me and get into champ select after a win, lock in leona and become sad and lose.
