New profile Edit Gear Appears for 1/2 a second, and then disappears, becoming unclickable [client]

When you click on the profile button to edit your profile background pick, the gear appears while the screen is loading, and then disappears when it is finished, and it isnt possible to click on the gear while its loading either, as nothing pops up when you try. and after loading, the gear is straight up gone and unusable.

EDIT: It was mentioned that the release wasnt for all regions, yet it doesnt even work in NA where the patch says its supposed to be. So i am of the mind that i was misunderstood so allow me to show what i meant.

Hi friends, this feature is being gradually enabled across regions, which is why it’s not available everywhere yet. I don’t have the specific rollout plan to share, but please be patient as the team makes it available. Sorry I don’t have more details, but didn’t want people worried it was bugged and not being addressed.

In NA, it says on the patch notes to simply go to the page and and click the cog. The problem is the cog disappears and isnt usable for the 1/2 second it is there. I could understand if other countries didnt have it yet, but it makes no sense that it isnt rolled out here considering the patch notes say it is. Plus, if it wasnt enabled in NA, why would it pop up and then disappear?

i went ahead and added a video from the NA server where the patch says the feature is supposed to be, and what is happening there incase there was a misunderstanding.

I really don't understand this.

I patched to 8.9 yesterday at 3 PM PST utilizing the Korean client, and I was able to change my splash then on the NA server. Today, I can no longer change that since it appears the functionality was disabled. The splash legitimately works as is, but I can no longer change it, but it's not bugged otherwise.

According to the patch notes it says NA was already available but as other have commented it disappears after 1/2 to 1 second and clicking on it does nothing. Also The rollout post on Surrender@20 with the dates for each region has been mysteriously deleted. Although many people saw it and can confirm probably with screenshots that it was in fact there and both NA and EU were supposed to have it enabled.

If there was a bug a simple post or popup on the client in the warnings section explaining it would've been nice. similar to when you're aware of x problems with servers/store/rp etc.
