Miss Fortune Q does not prioritize

I've noticed that Miss Fortune Q's second shot does not take priority on champions applied with at least 1 stack of Impure Shot within the specific 40 degree angle. In my couple of custom games against bots, I would shoot the champ with an autoattack, (note there is a point in W) shoot Q at a minion and within my 40 degree angle shots would usually be a few minions and of course the enemy champion to target at. The second shot is random, sometimes it would hit the champion but sometimes it would not. Have they removed how Miss Fortune's Q priority so now the second shot is just completely random?
