So, long story short, im getting that error message each time I try to purchase a bit of rp each time. With different payment options aswell.

Me too! I really wanted to put and extra $10 on my account for the Nidalee skin that is in store, but it's not letting me purchase it. I really hope it doesn't charge me 3 times. I don't have that much money to spend.
