Unsealed Spellbook Bug
I was in game against a TF and was chasing him down when he switched his summoner spell without being in base and being in combat. Please fix this as it creates an unfair advantage. Thank You.

Unsealed Spellbook can be used outside of the fountain, that is in the description for the rune. It also "only" has a 10 second CD when you enter combat so if you fail to damage him for 10 seconds he is supposed to be able to swap. Unsealed Spellbook is bugged, but this most likely isn't one of thoose bugs :/
