Serious Jarvan IV Game-breaking bug

Brief Description: Jar van's passive simply doesn't apply on monsters/minions. I was unable to confirm if it never applied on champions either, but its a safe bet to say it didn't. Attack animation is also incredibly buggy, but that might be a client issue.

how bad is the bug? Jungling as Jarvan IV just won't work until this is fixed.
