[GAMEPLAY] Morgana -Ult Cooldown always says "ready" when it is in fact NOT ready

On Azir, when dancing with soldiers spawned, they will emit the piercing effect when they auto attack, however, no damage is dealt and they do not do their stabbing animation. However, these soldiers will turn where you want them to attack, just do no damage.

Summon soldiers Dance (Control+3) Attempt to attack minion/champion near the soldier. Just don't dance with a soldier out, and you won't be affected. I've tried this over 3 games and this has happened each time, this has happened on both skins. Items do not affect this bug.
