Galio W Passive Visual/Gameplay Bug

Galio's W passive randomly disappears, both visually and gameplay wise, and doesn't go on CD either.
"PASSIVE: Galio gains a shield that exclusively absorbs magic damage, refreshing after not taking damage for 12 seconds."
And when it is on CD, there is a "recharging" icon. However, sometimes this doesn't properly happen, leaving the passive of W completely useless, as I had no AP damage shield when this bug would happen.
If I knew how to post clips of gameplay I would.
