Veigar's E delay still at 0.75?

Just played a game in Twisted Treeline 3vs3 with Veigar and noticed his E was still written that it had a delay of 0.75 sec. when it should be at 0.5 sec. because of the Patch 5.5 ( Which I updated successfully with 0 problems...). This screenshot will prove it. My question is this: Is it a bug from the patch or is his buff coming up? Thanks in advance!
