Viktor unavailable in Team Builder.

I'm currently unable to even see Viktor in Team Builder, even though I most certainly have him as well as a skin, and have confirmed this by going to my profile and seeing him under the "owned" filter.

Viktor and Rumble are disabled atm due to a bug.

There was a notification before but they removed it. It remains on the Service Status page though. http://status.leagueoflegends.com/?en_US#na

He's also unselectable (Greyed out) when I attempted a custom game. Is he just temp disabled without a warning?
