It's a common display problem. Log out and log back in, that should fix it.
This is just a frequent visual bug, and reloading your client should update your IP amount correctly.
I thought you were going to complain about how he needed certain runes you don't own to play him at an acceptable level.
Restart your client and check again; the League client is bug-filled and can't always do math correctly.
