Team Builder skin selection not always working

I've mentioned this before but I think it was probably on GD. Sometimes with Team Builder you can select your champion and it will not load the skin you had selected. I really wish I had more specific details on it but right now this is all I have. For me I've only ever had this issue on Team Builder, never on Normals or Draft etc. I'll try to add more to this if I get more.

I think it may be related to picking a role then selecting your champion from the in-demand list. If I pick my champion then select where I'm going myself it doesn't seem to happen. It's not an easy thing to nail down for obvious reasons.
