[URF mode] Master Yi's ult going on full CD rather than the 80% reduced CD

There's currently a bug where master yi's ult will go on its full ~1min cd rather than the reduced CD. I've played master Yi a lot and I would say it happens 1-2 times per game.

I haven't been able to find out the exact source of it, but it seems to happen a lot more if you are spamming your ult while respawning.
