BUG!!? smite item cant be perchuse after switching to smite

riot, is this a bug or not?... now we're allow to switch summoner spell while in game.. and I switch my teleport for smite but I cant seem to buy the smite items but its says it require smite! and I do have smite..

its not a bug, says in the description. have to start with smite

You have to start the game with smite as a summoner.
