Sound is absent when using the animation emotes for Rammus' Guardian of the Sands skin in game

I got the Guardian of the Sands skin for Rammus as a mystery skin gift. Once I got into game to use it the first time I noticed none of the sounds were audible. His animations show he's suppose to be doing something and making sound. I went into several games and even rebooted my computer in case something was wrong on my end. Still nothing changed. Not sure what to do about it besides report it.
