[Gameplay] Thresh and Relic Shield are not compatible

Thresh and the gold income items and are not compatible. The item is supposed to execute a minion below 200 health and grant gold to both laners, and an amount of health to the AD Carry. However, this does not happen when using Thresh. You have to last-hit it in order for it to occur.

To replicate the issue:

1. Purchase Targon's Brace when playing Thresh.
2. Attempt to execute a minion below 200 health to activate the passive.
3. Watch it fail to execute the minion and the AD Carry, as well as yourself, continue to beat down this minion until it dies.

This has occurred in every instance of me playing Thresh support and using Targon's Brace. It's a little frustrating to have this gold income item fail to generate gold income for the support, in this case being Thresh.
