Soraka Silence misleading description or a bug?

I just noticed that it looks like that soraka silence places a 0.1-1.5s silence debuff instead of it being a silence zone This is perhaps how the skill is coded to work but in cases of tenacity people are technically capable of using abilities inside the silence zone which is not consistent with the description

I think either the spell should be redesigned or reworded as the last time i was playing soraka i also was wondering how some people could cast spells inside the silence zone

Steps to repoduce:

1. Grab a buddy and go into a Custom game (works in any game mode)
2. Pick soraka
3. Have your buddy take tenacity runes/mercs doesn't matter
4. Use your silence on your buddy
5. notice that the silence debuff expires and your buddy can cast spells inside the silence zone
