Wooglet's Witchcap no passive

I have been playing 3v3 In ranks for some time now buy I stay away from ap champs because of this. The Wooglet's Witchcap is not increasing ability power by %25. In the item tool tip it sais _Increases ability power by %25 (0) _ And it will stay at 0 no mater how much ap you get. Pleas look into it. I will try to see what els I can find so I can keep helping League grow.
