Since yesterday my friends list/chat won't connect. I have a perpetual "Logging onto chat service" message. I've found that playing a match or spectating a match will sometimes fix it after i return to the client, but I remain disconnected for the duration of the match.
the same is happening to me i cant log into chat, friends list wont show up, and i cant get into the league store. it keeps telling me to reconnect but it never does, this has been happening the past couple days.
I would love to know as well, this greatly affects me because I can't communicate in pregame lobbies either, nor invite anybody to games. It only happened to me after Champion Mastery went live.
I'm having the same issues on any account I log on to i just can't connect.
It's an old issue, and if any of you bothered to Google it you'd find plenty of threads on it. The solution that worked for me was this: Go into your computers Date & Time settings
Change the date to lets say... one day ahead, and then launch league
Once you've logged into league it should be fixed and you can change the date back to what it originally was.

Reporting in. Same issue. Last night, I was playing hearthstone and relogged my League of legends around 1am central time. Chat service didn't connect. Relogged again, no dice. I just left my client open all night. Woke up this morning, tried to manually reconnect and it was no successful. I restarted the computer. No change. I did a repair installation and then restarted my computer again. No change. Checked my router settings to see if any port forwarding issue may have occurred in case chat changed ports or something silly. No port forwarding on. I have no anti-virus installed and no firewalls enabled atm and can't connect. Anyone have any other ideas to try? I'm on Comcast internet service in the South East.
Rito is trolling us. 
I can't do anything, people keep crying at me cause i'm not picking a role when i cant even see or type in pre-game lobby. FIX YOUR GAME RIOT!!!
Ditto here. The message popped up last night and hasn't gone away. Can chat in game fine, but nothing pregame or viewing/chatting friends. makes me sad 
Reporting in. Glad to know I'm not the only one having this problem with none of the "fixes" working for me as well.
Same thing with both the shop and the chat.
Black screen on the shop and failing to connect to the chat server.
Can a Rioter please give us an update? It says on this site that the servers are up but clearly something is wrong.

I had this issue (not being able to view friends list, or invite people through my friends list, not being able to call roles in champ select, not being able to talk in the post-game, not being able to gift, etc.) for 9 months but i got a hold of Riot and they told me how to fix. MY issue was my internet security provider (Kaspersky) and once i uninstalled that i had no more issues until two days ago when champ mastery was released, as my store wont open and i cant but any skins or champs or anything :/. Anybody got any solutions for the store issue?
Also having this issue. In a lobby the chat d/c's and I get booted? Never had this issue until this morning. Turned off firewall and disabled AV. Still no change. C'mon Riot this is insanity.

Has riot made a comment about this any where? Cause i know a fair amount of people having this issue and i see many others impacted. This bothers me that riot posts massive profits but keeps a skeleton crew of developers and other employees.
It was working for me a day or two ago and now (right when i have planned to play with friends) it does not work. I have tried changing the internet option settings and the date. it does not work. get on the ball here rito, seems like ever since they changed the patcher nothing seems to work anymore. the old adage " if it isnt broken, dont fix it should be posted all around their office lol. gaaaah love this game too much to quit. your evil riot, you have us by the nads (>.<)/ some one get riot a

ok so its been at least 48 hours since they owned up to the problem but everyone knows this has been an ongoing issue for sometime and that last update just fuked everything. COME ON GUYS you're better than this. I've looked through this thread and many others tried it all adjusted this repaired that nothing, even went so far as to uninstall (gasp) I know relax... but guess what to no avail because left it over night stuck at 99 percent 0kbps WTF! This issue is definitely on your end RIOT.
My store and chat aren't working after I reinstalled. Store wasn't working since champion mastery was released.
I thought it was something wrong w/ my internet connections, but i guess not, been having the same problem since yesterday

Same issue... "Logging onto chat service..." is displayed at the bottom of the screen and I am unable to chat or even say "GG". :-)
Same issues here, as well as a friend of mine. Any Riot news? Cause there are no official posts as far as I can tell...
Edit: Further, my client crashes after about 3-4 mins of trying to reconnect.
After the server crashed I can't open my Shop in the Client and it also says "attempting to connect to chat services" I need my Xerath

I had the same problem, and spectating and then restarting the client fixed it. I think this is the best temporary fix for now. First time posting in forums because this fix worked and I wanted to make sure everyone else was able to group ^.^ Please bump so everyone else gets the fix.
are they going to acknowledge this problem or not ?
This is also happening to me, i cant see my friends online or talk in to the pvp chat, this is really bothering me. Please fix
I was able to connect after the 50th attempt or so, started playing a game, my net d/ced and when I came back in I couldn't connect again...I don't want to have to try for 3 hours just to be able to play team builders with my friends...
Same problem here and I am sad.
You CAN invite people to games if you search their summoner name in the invite list side of the invite. You can also pass on invite privileges. If you use a chat client outside of league you can see who is online.... not the greatest but its a temporary fix at least for normals.
