Twitch Passive Not Proccing Dark Harvest

This issue has popped up since at the very least last time they changed dark harvest to only work with abilities and not most items. Twitch used to procc it off his passive poison damage and as of the past few months it has stopped. It's not an issue with it being a passive DoT as brand still proccs dark harvest as a few other champs. Thank you for your time!
