[Custom] Duplicate champion in tournament draft

We're playing a 5v5 tournament draft custom and the last person didn't pick so they got a random chosen and they got Lux. But we already had a Lux on our team. Is this a bug or is this how it suppose to go? [(http://prntscr.com/p42lbu)]
