Tear on Howling Abyss is bugged

Played Nidalee in an ARAM, the tear wouldn't charge when I used any of my cougar abilities. Upgraded it and it still wouldn't charge the tear.

sadly to only seems to charge when you use mana. on liss passive it does not charge either :(.
