Sivir Bug

Currently there is a Sivir bug on the Live Server. I'm not sure if this is intentional, but when one of my friends played Sivir, he Spellshielded a Soraka Q and a Yasuo Q on seperate occassions. I'm sure spellshields are supposed to prevent the spell from occuring, however when he Spellshielded both spells in both occassions, the Soraka and Yasuo both got their bonuses from hitting it. This means that despite the fact that the Soraka Q was spellshielded, she still received the heal, and despite the fact that Yasuo Q was spellshielded, he still got the proc and his tornado was primed. Can someone from Riot Games clarify if this is either a bug or an intentional mechanic?
