Attack Speed Runes have No effect on Aatrox

Game play Bug. I have no proof of this occurring, but many times when playing Aatrox jungle I'll take a full set of Attack Speed runes (29%) to increase his healing procs from W. Unfortunately, every time I try this, It feels as if I don't get any AS from them. This could be nothing, or actually happening. In other games as top lane, I feel as if I have the same AS as if I was running the AS runes as if there was no difference. Items with AS are noticeable instantly, which is worrisome.
