LOL Penalty Trouble

I got a 20 minute penalty. After waiting the 20 minutes, it just says loading, then says the connection timed out. I waited almost 3 hours over the past few days before giving up after a few tries. But for some reasons, always before 9, I can play. It's starting to get really annoying. Please help! Thanks! :D

I had a similair glitch on my MacBook and to fix it i had to reload my internet connection as it would connect but at the same time not like it would say it was connected but ten the same wifi name was underneath it and that was the real connection. If this makes sense hope it works!
