suggested players list does not include all of my available friends

this has been going on for some time now, when making a lobby, I personally like to invite as many people that are remotely related (because there is a high chance that they are friendly) but of those from my friend list, there are at most 5, while when I press "invite" manually I sometimes have more than 15. please fix this?
