Soraka's new passive has about about a .5 second delay before it actives. Also, it's been inconsistent within close ranges when you're walking towards teammate below 40% health. Some times, if I'm within 50-100 feet, it won't even work.
Can't Speak to the delay, but the range is intentional
If you are within heal (W) range of your target you will not speed up when moving towards them
The delay is likely a bug, but the movement portion of the passive is supposed to stop when Soraka is in heal range by design.
After all, the passive is designed to allow her to get to where she needs to be to heal someone. If she's already there, there's no need for a movespeed buff.
