Skins show as being unpurchased/locked at character select screen

This has happened many times over the past, at least week or two, I think. When playing ARURF, I get into the champ select screen and it shows all skins for the champion as being locked. I have at least one skin for every champion I own. It's happened both times today that I've rolled WW so far. I have Grey and Urfwick skins, it shows them as being owned in my collection pane. But twice today, and a few other times in the last week or so, I haven't been able to pick either one. Even stranger still, I'm in the Golden Spatula Club, and a couple of these times that my skins have shown as being unpurchased, it didn't even give the free one-game boost skin that I'm supposed to get for being in the club. Unfortunately, I can't recall if it showed the message in the chat log or not. (if that particular situation happens again, I'll try to remember to take note of whether or not the chat panel has the Golden Spatula message and update this report)

My situation isn't exactly the same, as the collection/store is displaying correctly for me. But I figured with them being somewhat similar, there might be a connection that would help you determine the issue faster. Perhaps, for example, it might be an error to do with the Golden Spatula Club. My sister is not in the club and she has not encountered the same issue as me. Might do well to verify if the person in the bug I cited is also in the club.

Well define irony... I said I wasn't having the same problem but I log in just now, and my "collection" pane shows all champions as being unowned, lolz. (unowned in that they display the lock symbol over them) Hovering over them shows mastery score, whether or not I need M6/7 coins, and there's a border on the champions with which I've obtained a hextech chest. The store says I own them, and my skins page still lists all the skins I own: just the champion page indicates that I don't actually own them.

The cycle continues and worsens. EVERY single game today I can't even pick the default skin for a champ. ONLY the Golden Spatula free boost.

Same sort of thing happened to me. I owned Iron Inquisitor Kayle, the skin shows as locked and according to Riot support, I never owned or crafted that skin.

Well my Collection page still shows that I own all the skins. But, just to be safe. I suppose I should take screenshots to furnish as proof that I own my skins in case something like that ever happens to me.

Still can't use WW skins. Other champs it'll let me use the skins I have usually, but I can NEVER use my WW skins. wtf is this crap?

Upon further investigation I find that I actually can't pick ANY skins at all now. Every champion shows all skins as being locked every match. I only get the Golden Spatula boost skin.

Update: in a couple recent attempts I had access to my skins. It seems to be hit or miss based on login. If I start the game and don't have any skins, it's that way the whole time I'm logged in. So I suppose it might be something to do with the login process. I had some matches with other party members in the Golden Spatula, and they confirmed that they've had a similar problem occasionally, however it seemed their skin lockout wasn't quite as prolific as mine. Might the speed/strength of my connection potentially be a factor?

Incidentally, I'd like to submit my connection as a secondary problem. Lately, it takes up to ten minutes for me to actually "log in". Right now I'm sitting in the dashboard with a loading circle and my friends list reading friends in queues as 1/undefined. This also appears to happen randomly. Sometimes I load immediately, other times it takes up to ten minutes. My connection to the internet is steady. Web pages and other online content load just fine, only LoL seems to take forever.
