Why are the arcade skins unavailable?
this isn't a problem that concerns me so much as my friend, cause he really wants arcade ezreal , but they aren't able for purchase. will they be available later today or in the upcoming week?

Because all skins released in a new patch are never available right away. Usually by Thursday (tomorrow) or Tuesday/Thursday next week they are in the store.
Because it was just released with this patch. They have never released everything that was in the patch the moment it comes out. They keep everything on a schedule. So just give it some time. It will get released. whether its this week or next just wait it out.
