INPUT Delay but good ping possibly Cox or AZ in general

Ok since there is almost no one posting about this on here, and all the posts about this are elsewhere or getting no recognition I guess I can try this probably futile attempt. So around 5 months or so ago there was INPUT delay that was frequent for 3 months, a literal second or so until the actual input as in a mouse click or even abilities would go off, and the duration of delay would fluctuate as well, sometimes there is none, in ten seconds it was so bad that you could not even move properly. Once again not LAG as in ping spikes or anything since the ping itself would not move at all and fps was completely stable. I know it was not just me because someone else I knew who lived in Arizona also had this delay, we tried to find reasons why this was happening and we figured out that we both had Cox, and the more obvious one, we lived in Arizona. The delay seemingly died down as time went on and finally for a month it was completely gone. Then this month I started to feel it little by little but thought nothing of it since it was very small delay and they would go away very fast. But as time went on it became more frequent and more delayed, today was one of the worst I had ever had and it felt just like the old delay from those months ago, I don't know what the problem is and I know this might never get fixed but I thought I might as well try and get this a little more noticed so that It might one day be fixed. If it helps at all when I would get the input delay my friend would also get it at the same time and the duration would be the same as well, once again we both have Cox and are both in Arizona, I just hope this at least helps in getting this fixed even if by a little.
