Ziggs Passive only adding 1 Stack of Thunderlord's Decree

While things like Quinn's Harrier and Lux's passive add 2 stacks of Thunderlord's Decree (allowing her to E+Auto for a proc) Ziggs's passive is only adding one stack of Thunderlord's Decree. Please fix!
