[GAMEPLAY] Lucian unresponsive casting

When I press any of Lucian's abilities, they do not seem to activate 100% of the time. I can hear the faint "click" sound that accompanies a pressed ability, but the cast does not always go off.

I ran around my base trying to cast W and E just to test, and it maybe went off something like 50% of the time. (and no, I was not trying it when they were on cooldown).

I assumed it was temporary packet loss when I first noticed the problem in the pre-season. However, I just came out of my 2nd game with Lucian in recent memory and still had the same problem. I have had no other problems with any other champ abilities. I can play mechanic-intensive champs like Lee Sin with no issue.

Spoke too soon. Having intermittent packet loss that varies from game to game on all champs. 60 FPS, sub-100 ping, so I assume packet loss, anyway. East coast player. Guess it's time for me to take a break from this game.
