[Champ select] Lock in button disabled for first pick

Story: I played some ranked games and during champ select I had a bug where I couldn't lock in, then the next game I could, then following game I couldn't again. The common denominator was that first pick couldn't lock in, but 2-5 could. If I get 1st pick again, I'll tell you if it's really re-occurring.

Description: "Lock In" button disabled for first pick any pick Repeat-ability: 3/3 Steps to repeat:

1. Be ~~first ~~ any pick in a draft mode (ranked only?)
2. Select a champion (after bans are finished)
3. Can't lock in

edit: I had it lock on me as 2nd pick. I think it's something to do with my client. Might need to do a repair. I'll update after i do a repair.
