Cooldown Added to Teleport After Dying?

This bug seems to happen a lot if I die during a time when Teleport's cooldown is either 0 or around 20-30 seconds remaining. Then, I'm dead buying my items at fountain and then patiently waiting to come alive and teleport, and once I'm alive I notice Teleport now has like 30 or more seconds remaining on cooldown.

The first 10 or so times or so I thought okay maybe I just imagined it.. but now that I've played a lot more I keep a closer eye on cooldowns.. but it happened again last game. I'm considering getting LoLReplay just to record this phenomena, it only seems to happen with Teleport. This doesn't happen every game or very often at all so it's hard to repeat.

Has anyone else experienced this? Vote Yes if so, No if not.
