Teemo cannot blind gromp

Is this supposed to happen? I've tried multiple attempts at taking gromp and none of which did the blind effect work on gromp. The damage occurs but the gromp autos all still land and none miss.

Also the report bug button on the client takes me to a blank page so I just googled my way here.
