[Gameplay] Random chat block in lobby (character screen)

I havent had any notice of being reported or any notice of getting a chat restriction. yet when i go into character selection lobby to type in what role i want to play. It blocks my first two-five messages. but after a few seconds it lets me message. What is the meaning of this?

were you like spamming the button to type into chat? like were you typing "prefer mid" then hitting enter and doing it over and over before you can even click the box? thats what causes it for me
